Joint Editorial Board

Dr. Andrew D. Eaton, the American Water Works Association (AWWA) representative on the JEB, is Laboratory Director and Vice President of MWH Laboratories in Monrovia, California. Dr. Eaton has over 30 years of experience in the field of geochemistry and analytical chemistry related to environmental problems. Dr. Eaton manages a staff of over 80 chemists and microbiologists performing compliance and R&D testing for utilities, government agencies, and private companies across the nation. He received a BA in Earth Sciences from Antioch College in 1970, an MS in Geology from Harvard University in 1972, and a Ph.D. in Geochemistry from Harvard University in 1975. He was also a postdoctoral fellow at California Institute of Technology in 1974-75.

Dr. Eugene W. Rice represents the American Public Health Association (APHA) on the JEB. For the past 25 years, Dr. Rice has been a microbiologist with the U.S. Environmental Protection Agency. Prior to being appointed to the JEB, he was Part Coordinator for Part 9000. He is a member of APHA, AWWA, and ASM (American Society for Microbiology). His research interests center on the detection and disinfection of microorganisms in water, with special emphasis on drinking water. He received a Ph.D. degree from the University of Cincinnati, an MS degree from Ohio University, and BS degree from Georgetown College.

Rodger B. Baird represents the Water Environment Federation on the JEB. He is retired as Manager of Laboratories for the Los Angeles County Sanitation Districts where he directed a technical staff of 165 scientists and technicians in chemistry, microbiology, biology, and toxicology. His interests evolved from methods development for trace metals and organics to the application of chemistry and toxicology techniques for characterization of potentially health significant components in reclaimed water, drinking water, and marine samples. He is the co-author, with Part 5000 Coordinator Roy-Keith Smith, of Third Century of Biochemical Oxygen Demand. Mr. Baird received his BS in chemistry from Claremont Men's College in 1968 and his MS in chemistry from San Diego State University in 1970. He has served on various Joint Task Groups for Standard Methods for the 15th through the 17th Editions and was chair of the sulfite JTG for the 15th and 16th Editions.
